Today, buying a generator set is no longer simply a matter of choosing a power rating and a price. Since the European regulation on non-road mobile machinery emissions came into force, every purchase requires understanding a precise regulatory framework. This framework determines the legality of use, the onboard technologies, maintenance costs and compatibility with alternative fuels.

The EU Stage V standard came into progressive effect from 1 January 2019. It represents the most significant regulatory shift in the sector for twenty years. In fact, it imposed drastic reductions in fine particle, nitrogen oxide and hydrocarbon emissions across all categories of non-road engines, including generator sets. Moreover, it made aftertreatment technologies mandatory — particulate filters and SCR systems — that were previously absent from most mobile machinery.

Consequently, this article presents the regulatory framework applicable to generator sets. It covers the history of emission standards, the relevant engine categories, the Stage V numerical limits and the technologies it requires. It also addresses purchase and operational obligations, as well as the practical implications for buyers, rental companies and fleet managers.

1. This founding text established the first Stage I and Stage II thresholds for diesel engines between 18 and 560 kW. Subsequently, the legislature amended it five times between 2002 and 2012, progressively lowering the thresholds for Stages IIIA, IIIB and IV.

Regulation (EU) 2016/1628, published on 14 September 2016, replaces Directive 97/68/EC with a single text. Unlike a directive, this regulation applies directly in all Member States without national transposition. It introduces Stage V, the most stringent level to date for generator set emission standards. Furthermore, it broadens the scope to new categories: spark-ignition engines, inland waterway vessels, locomotives and all-terrain vehicles.

1.2 Evolution of limits: from Stage I to Stage V

To appreciate the scope of the changes, consider the evolution of emission thresholds between Stage I and Stage V:

Parameter

Stage I (1999)

Stage IIIB (2011)

Stage V (2019)

Total reduction

NOx (g/kWh)

9.2

3.4

0.4

−96%

PM (g/kWh)

0.54

0.025

0.015

−97%

HC (g/kWh)

1.3

0.19

0.19

−85%

CO (g/kWh)

5.0

3.5

3.5

−30%

PN (no./kWh)

Not limited

Not limited

1 × 10¹²

New

Stage V introduces for the first time a particle number limit (PN). Typical consumption is 3 to 5% of fuel volume. For example, a 200 kVA set consuming 40 L/h uses approximately 1.2 to 2 L/h of AdBlue. AdBlue supply logistics must therefore be planned from day one.

3.3 DPF regeneration: a critical operational parameter

The DPF progressively clogs with accumulated soot and must be regenerated regularly. There are two regeneration modes:

Passive regeneration: occurs naturally when exhaust gas temperatures are high enough (> 250–300°C), i.e. when the set operates at high load (> 50–60% of rated power). This is the preferred mode in normal operation.

Active regeneration: the engine control unit triggers this electronically when the DPF loading level exceeds a critical threshold. It then injects fuel via post-injection to raise gas temperatures above 600°C and burn off accumulated soot. In return, this regeneration temporarily increases fuel consumption by 5 to 15%.

Risk at low load: A set running regularly below 30–40% of its rated power produces exhaust gases too cold for effective passive regeneration. This is a frequent situation in standby mode or on undersized sites. As a result, the DPF clogs more quickly. Active regenerations multiply accordingly. Eventually, complete blockage may require forced workshop regeneration. It is therefore essential to address this risk at the dimensioning stage.

4.
